Angelica @eskx has created a beautiful frosty/violet blonde from root to waist. A stylist based in Charlottetown, PEI in Canada has the most gorgeous snowy blonde hair from scalp to ends. Here she shares her formula:
Step 1: Bleach the hair with Wella Blondor blended with 20 volume developer lifting to pale yellow.
Step 2: Tone with Manic Panic Virgin Snow with a touch of Ultra Violet, blended with equal parts Clairol Shimmer Lights conditioner.
Step 3: Process for 30 minutes. Voila!
