I might get some bad feedback for admitting this—but I'm coming clean...

I've found that when I'm giving my friend Emily a full head of highlights, by the time I've reached her top mohawk section, often times the first few foils I've put it in at the nape are lifted enough and are ready to be shampooed out—even if I began foiling with a lower volume of developer. So, usually I'll spray water on the foil and wipe out the excess product, then brush with conditioner. Though I'm certainly slowing it down, turns out I'm actually NOT stopping the lightener from processing.
