Color Master James Gartner and the Bii Hair Salon team created these striking, complex looks in a collection that pays homage to '90s style.
"The collection was inspired by the '90s neon underground scene," Gartner said. "With each look we created a video to document color and styling. We are excited to share our techniques with the hair community and hope our work will inspire."
